Rules of registration certificate EUR.1

Confirmation of the origin of product from Ukraine and receipt of a movement certificate EUR.1 are necessary to obtain a preferential access to the EU market in the frame of the Deep and Comprehensive Free Trade Area (DCFTA).

Customs authorities of Ukraine issue a movement certificate EUR.1 since January 1, 2016, free of charge for each exported consignment of good from Ukraine to the EU countries. The validity period for a certificate is 4 months. The products that are exported to the EU Member States must meet the requirements of Protocol 1 to the Association Agreement for the rules of product origin. 

Customs subdivisions of State Fiscal Service of Ukraine issue movement certificates EUR.1 for the goods originating from Ukraine that are exported to the EU countries according to the Procedure for Completion and Issuance of the EUR.1 Movement Certificate by the Customs according to the Association Agreement between Ukraine and the EU (approved by the Order of The Ministry of Finance of Ukraine № 1142 dated 18.11.2014).

This Procedure corresponds to the procedure in the EU countries and provides the simplification of export to the EU with the simultaneous strengthening of the exporter’s liability for the adequacy of data that required for the proof of the Ukrainian origin of the product.

A movement certificate EUR.1 allows the goods originating from Ukraine to use preferential trade conditions after they are moved to the territory of the EU – the benefits for the payment of customs duty are applied for them (look for the information on the EU import duty rates).  A movement certificate EUR.1 is not required for obtaining the preferential access to the EU market in the following cases:

  • the exporter obtains the authorized (approved) status;
  • total invoice price of consignment does not exceed 6 000 Euros – in this case, the exporter by their own declares in the invoice declaration that the products originate from Ukraine;
  • in the EU countries the goods are taxed with the zero import duty rate (with the exception of the clauses of Rules of Origin regarding cumulation and quotas).

The size of the preferential rate of import duties depends on the code of the imported goods / goods.

It can be from zero “0” to full.

The EUR.1 certificate is filled in one language in block letters using office equipment or by hand.

The information entered (textual, graphic, shtamp) must be readable. Corrections are made by striking out the incorrect information and adding the correct one. Corrections must be certified by the exporter or his authorized person and confirmed by the seal of the customs department where the certificate is issued.

The original EUR.1 certificate, its copy and documents confirming the preferential origin of the goods for each delivery must be stored for 3 years.



1, 2, 4, 5, 8, 9, 12 columns of the EUR.1 certificate are obligatory for filling by the exporter, and columns 3, 6, 10 are filled in at will.

The 7th column is intended for the entries “ISSUED RETROSPECTIVELY” (ISSUED BY THE BACK NUMBER), “DUPLICATE” (DUPLICATE), “ISSUED TO REPLACE THE CERTIFICATE”, which are made in such cases:

1. The certificate was not issued upon export due to errors.

2. It was issued but not accepted for technical reasons by the customs authorities of the importing country.

3. In cases of theft, loss or destruction of the certificate.

4. In cases where part of the goods from the party is transported / moved within Ukraine or the EU countries.

The 13th column is filled in by authorized customs administrations of the countries of the European Union in cases of verification of the origin of goods.

The 14th column is filled in by the central executive body, which implements verification and control of the authenticity of the certificate and origin of goods.



The blank fields of the certificate or the empty fields of the filled columns to avoid adding information after going through the confirmation procedures are crossed out with a diagonal line.

The certificate is issued for one batch of goods.

The certificate number is assigned by an authorized person of the customs office of the exporting country.



The decision to issue a certificate or refusal is made within 3 business days from the date of registration of the application with the customs authorities and if the necessary package of documents is available:

  • statement of the exporter in the approved form containing the declaration;
  • a completed certificate form (original, 2 paper copies and one electronic (in case of typing the certificate);
  • in the case of the first delivery, to issue the EUR.1 certificate, provide documents confirming the preferential origin of the goods.
